European Location Framework (ELF)

Title (Project name): European Location Framework (ELF)

Owner: EuroGeographics (European Association of National Mapping, Cadastre and Land Registry Authorities).

Geographical scope: European.

Abstract:

Project aimed to provide a technical infrastructure which delivers up-to-date, authoritative, interoperable, cross-border, INSPIRE compliant reference geo-information for use by the European public and private sectors, by means of a cloud-based and cascade-supporting architecture. The infrastructure should be covering the following INSPIRE Themes, at multiple levels of detail: Administrative units, Hydrography, Transport networks, Geographical names, Cadastral parcels, Addresses, Elevation, Buildings, Land cover, Land use and Orthoimagery.

The project brings together 30 participating partners into a collaborative consortium that includes national & regional mapping and cadastral agencies, software developers, application providers, research & academia and more.

It is co-funded by the European Commission’s Competitive and Innovation Framework Programme (CIP) and it is committed to continue to provide the ELF Platform beyond the end of the project.

Purpose:

  • Create a sustainable framework for re-use of accurate, trustworthy, authoritative, official public sector reference geo-information at multiple levels of detail, enabling growth.
  • Enable the creation of innovative value-added services.
  • Proactively stimulate content markets by creating sample applications using thematic communities to make user-led developments by SME.
  • Promote the wider use of geo-information.

Benefits:

  • Enable the use of generalization procedures in maintenance processes of medium/small scale resolutions to improve data up-to-dateness and consistency between resolutions.
  • Implementation of interoperability processes including edge-matching between countries to achieve cross-border consistency, quality evaluation and conformance testing, generalization and transformation services.
  • Increase usage of national data in services, enabling European and global use.
  • Cost savings in the national production and maintenance processes of European data.
  • Help implementing the INSPIRE Directive.

Intended audience:

National Mapping, Cadastral and Land Registry Authorities & participating partners.

Status: On-going.
