EIONET vs PESI vs EUNIS

While implementing Species Distribution Data Theme based on article 17 Habitats Directive reporting data, about 15% of the species were not found with their current article 17 assessment name in PESI and/or EUNIS.

a) They were not found at all in PESI or b) the current article 17 assessment name is considered a synonym of another species name in PESI or c) in PESI is found the name of the species that were used in the previous article 17 assessment (2012) or d) other cases

Therefore there are several questions for ensuring data interoperability and I will provide one example from the table bellow.

1. Which URL should be used for Maculinea teleius ?

- that of the PESI species name Phengaris teleius that is considered the valid PESI name of the Maculinea teleius generic synonym http://www.eu-nomen.eu/portal/taxon.php?GUID=urn:lsid:faunaeur.org:taxname:441077

- or that of EUNIS Maculinea teleius valid species name http://eunis.eea.europa.eu/species/238

- or that of EIONET dictionary that is used in article 17 Habitats Directive assesment http://dd.eionet.europa.eu/vocabularyconcept/art17_2018/HDspecies/1059

Same question for all 15 cases.

All valid species name are linked to their corresponding EIONET/PESI/EUNIS URLs, so clicking on the name would open the corresponding link.

In EUNIS Maculinea telesius (http://eunis.eea.europa.eu/species/238) is the valid species name, while 6177-Phengaris teleius (http://eunis.eea.europa.eu/species/316696) is a synonym of 1059-Maculinea telesius. PESI considers Phengaris teleius as the valid species name, while EUNIS and eionet vocabulary (http://dd.eionet.europa.eu/vocabulary/art17_2018/HDspecies/1059) considers Maculinea teleius as the valid species name. In PESI there is no GUID for Maculinea teleius.

In EUNIS Paracossulus thrips (https://eunis.eea.europa.eu/species/316627) is the valid species name, while 4028-Catopta thrips (http://eunis.eea.europa.eu/species/196451) is a synonym of Paracossulus thrips. Both PESI and EUNIS considers Paracossulus thrips as the valid species name, while in eionet vocabulary the species Catopta thrips is considered the valid species name (http://dd.eionet.europa.eu/vocabularyconcept/art17_2018/HDspecies/4028. In PESI there is no GUID for Catopta thrips.

3A The species are not present in PESI even if they are present in Euro+Med Plant base, that is source for PESI. The EIONET dictionary species name is a synonym according to EUNIS that list another species name as beeing the valid one. 
3B The species are not present in PESI even if they are present in Euro+Med Plant base, that is source for PESI.  Euro+Med plant base is listing Pulsatilla pratensis subsp. hungarica as a synonim of Pulsatilla pratensis, but EUNIS considers separate species (http://ww2.bgbm.org/EuroPlusMed/PTaxonDetail.asp?NameCache=Pulsatilla%20pratensis%20subsp.%20hungarica&PTRefFk=7500000.

4 The species are not present in PESI. Elaphe sauromates is former Elaphe quatrolineata sauromates. In PESI is listed only the species Elaphe quatrolineata. No subspecies are listed in PESI for genus Elaphe.

5A In art. 17 reporting Himantoglossum caprinum is the former species name of the Himantoglossum jankae. EIONET is listing Himantoglossum jankae as the valid species name. But according to PESI (http://www.eu-nomen.eu/portal/taxon.php?GUID=06AE4E42-B48C-4A14-A544-93265414F1B1) and EUNIS (https://eunis.eea.europa.eu/species/189938) the former species name, namely Himantoglossum caprinum, is the valid species name. Both PESI and EUNIS does not have any record for Himantoglossum jankae.
5B In art. 17 reporting Rana esculenta is the former species name of the Pelophylax esculentus. EIONET is listing Pelophylax esculentus as the valid species name. But according to PESI (http://www.eu-nomen.eu/portal/taxon.php?GUID=urn:lsid:faunaeur.org:taxname:177908) and EUNIS (https://eunis.eea.europa.eu/species/779) the former species name, namely Rana esculenta, is the valid species name. PESI does not have any record for Pelophylax esculentus while in EUNIS is a synonym for Rana esculenta (http://eunis.eea.europa.eu/species/316363.
5C In art. 17 reporting Elaphe longissima is the former species name of the Zamenis longissimus. EIONET is listing Himantoglossum jankae as the valid species name. But according to PESI (http://www.eu-nomen.eu/portal/taxon.php?GUID=urn:lsid:faunaeur.org:taxname:214740) the former species name, namely Elaphe longissima, is the valid species name. However, both species, Zamenis longissimus (http://eunis.eea.europa.eu/species/316299) & Elaphe longissima (http://eunis.eea.europa.eu/species/674) are considered valid in EUNIS.
5D In art. 17 reporting Bufo viridis is the former species name of the Bufotes viridis. But according to PESI (http://www.eu-nomen.eu/portal/taxon.php?GUID=urn:lsid:faunaeur.org:taxname:177880) the former species name, namely Rana esculenta, is the valid species name. However EIONET is listing Bufotes viridis as the valid species name. According to EUNIS Bufo viridis  is not a valid species name, beeing a synonym of Pseudepidalea viridis (https://eunis.eea.europa.eu/species/640).  Both PESI and EUNIS does not have any record for Bufotes viridis.
5E In art. 17 reporting Echium russicum is the former species name of the Pontechium maculatum subsp. maculatum. According to PESI Echium russicum is synonim of Pontechium maculatum. No subspecies are listed in PESI for genus Potechium. There are no records in EUNIS for the genus Potentechium while Echium russicum is considered the valid name.

7. Art. 17 assesment species names that are a combination of two or more than two species
7A Barbus meridionalis was split into 7 species. Out of these only B. balcanicus (5261), B. petenyi (no code) & B. carpathicus (5264) are present in Romania and should be reported as ”Barbus meridionalis all other”. The assesment species name is not a species name and therefore is not present in PESI and EUNIS but only in EIONET vocabulary.
7B Cobitis taenia was split in 22 species. Out of these C. elongatoides, C. strumicae & C. tanaitica that are present in Romania should be reported as ”Cobitis taenia Complex”. The assesment species name is not a species name and therefore is not present in PESI and EUNIS but only in EIONET vocabulary.

 

For ensuring data harmonisation in INSPIRE it would be useful that at least the EUNIS to be updated in order to reflect the EIONET vocabulary.

It would be good as well to change the recommendation 7 of the D2.8.III.19 Data Specification on Species distribution – Technical https://inspire.ec.europa.eu/id/document/tg/sd that states

<<EU-Nomen is the preferred reference list to be used. If a taxon is listed in EU-Nomen, this reference must be used as first choice. If it is not listed in EU-Nomen, the second choice is EUNIS, if not in EUNIS, Natura2000 can be used.>>

At least for article 17 Habitats Directive species distribution data, the EIONET vocabulary should be prefered.
