Is "fishing and shellfishing restrictions in certain areas of the coast" in the scope of the AM?

I understand that "fishing and shellfishing restrictions in certain areas of the coast" suits better to AM than to PS, isn´t it?

Regards.

    Hi Jorge,

Sec.2.2.6 in the AM Data Specification  deals with the Overlapping scope between AM and PS, stating that: "If an area has been established exclusively to manage, regulate and restrict activities to conserve nature, biodiversity and cultural heritage, it shall be made available as a ProtectedSite spatial object. If a zone has been established to deliver multiple objectives, including the conservation of nature, biodiversity and cultural heritage, it shall be made available as a ManagementRestrictionOrRegulationZone spatial object."

Therefore it depends on which is the purpose of the legislation act establishing the fishing and shellfishing restrictions areas.

That said, if I understand well, you are talking about 'zones that are established to prohibit or limit certain activities, to only be performed within specific bounds and/or time periods, in order to achieve a certain purpose/goal according to legally defined responsibilities or obligations.Examples include: noise restriction zones, animal health restriction zones" which fall under INSPIRE AM scope.

    Hi Stefania,

As you suggests, I think fishing restrictions fall under AM because they protect biota but also regulate an economic activity. In fact, the competent authority is responsible for agriculture and fisheries but not for the environment (protected areas, endangered species...).

    Regads,

    Jorge.

    Hi again Stefania,

The definition/description of http://inspire.ec.europa.eu/codelist/ZoneTypeCode/animalHealthRestrictionZone seems to related only to animal diseases. Maybe a new entry in the code list with something about "areas with hunting/fishing/shellfishing/gathering-plants regulations and seasons" could help.

    Hi Jeorge,

maybe the code list value http://inspire.ec.europa.eu/codelist/ZoneTypeCode/designatedWaters i.e. "Marine, coastal or surface waters designated by Member States as needing protection or improvement in order to support fish life" would suit your needs better. If not, a new code list value can be added to the ZoneTypeCode code list, following instructions in the Best Practices for registers and registries & Technical Guidelines for the INSPIRE register federation, more specifically rules in Annex CUsing extended code lists when sharing INSPIRE data”.

You might find it useful to have a look at the https://themes.jrc.ec.europa.eu/pages/view/162571/how-to-extend-inspire-code-lists page.

    Hi Stefania,

Rereading the AM Technical Guide, I think that the http://inspire.ec.europa.eu/draft-schemas/am-ca/ application schema is what I need. ControlledActivity feature type allows me specifiy the activity http://inspire.ec.europa.eu/codelist/ControlledActivityType/fishingHuntingOrCollecting. When will the am-ca be an "official" (not "draft") INSPIRE application schema?

    Regards,

    Jorge.
